A network rule is made of the target program, network type, ports and response, and can target a single executable.
Creating a rule
In network control, click New rule, then choose the program, applicable networks and allowed port range.

- Set port and protocol range

Rules are sorted by program name and can be searched, edited, disabled, exported for backup and imported elsewhere.

Why does a program prompt on first connection?
That is the default behavior: you decide for unknown programs once, and later connections follow your choice.
A program stops working after being blocked. What now?
Change its rule to allow in the rule list, or use temporary allow to restore access.
